Overview of the State Bar of California, Alan Nopar
April, 2011
Alan Nopar owns and directs San Francisco Bay Area-based Nopar & Associates. Additionally, Alan Nopar maintains memberships in both the American Bar Association and the State Bar of California. All attorneys practicing law in California must possess membership in the State Bar. The organization serves to maintain high standards in the legal profession throughout California, instructing and edifying legal professionals as well as the public.
Formally established in 1927, the State Bar of California now ranks as the largest state bar association operating in the US. Though many State Bar of California constituents are inactive, almost 170,000 members currently maintain active practices across the state. Through various activities and programs, the State Bar of California strives to facilitate equitable distribution of justice and augment public access to legal services and information. The State Bar of California also assists in shaping state laws, and the organization actively supervises lawyers operating throughout California, helping to protect the public through ongoing professional regulatory measures. In fact, approximately 80% of the State Bar of California’s 2009 budget was specifically directed toward regulatory efforts. Additionally, the State Bar of California bears responsibility for maintaining members’ ongoing educational proficiency through 16 unique sections specifically geared toward an array of focused legal fields.
A public corporation, the State Bar of California operates through the judicial branch of California state government, as an arm of the California Supreme Court. Consequently, all members of the State Bar of California serve as officers of the court. Gaining membership in the State Bar of California requires a candidate to successfully complete a three-day examination, pass a screening for moral character, demonstrate an understanding of the Rules of Professional Conduct, and sustain his or her annual membership dues. The State Bar of California receives formal direction through a 23-member Board of Governors. Fifteen State Bar of California board members are elected by the California State Bar membership, while one member is elected by the California Young Lawyers Association, and six more are appointed through the state. The organization’s President functions as the 23rd member of the Board of Governors. The State Bar of California sustains its activities primarily through membership fees.
Serving the legal system and the public of California for more than 80 years, the State Bar of California presently boasts nearly 232,000 members. For more information regarding the State Bar of California, please visit www.calbar.ca.gov.
