Over the course of her extensive career as a college administrator, Dr. Andreea Serban has demonstrated a vast degree of skill in the strategic, programmatic, and fiscal direction of college and districts of all sizes.

Costa Mesa, California

An educator and administrator with more than two decades of experience in the leadership of colleges and universities in the United States and abroad, Dr. Andreea Serban currently serves as Interim Vice Chancellor of Educational Services for Coast Community College District in Costa Mesa, California. Commanding a highly diverse and successful professional background, Dr. Serban began her career following receipt of her B.S. in Mathematics and completion of specialized studies in statistics at the University of Bucharest in Romania. After several years working as a Mathematician at the Institute for Educational Sciences and as a member of the Adjunct Faculty at the University of Bucharest, Mathematics Department, Dr. Andreea Serban relocated to the United States and commenced doctoral studies in the Department of Educational Administration and Policy Studies at the University at Albany, State University of New York. In tandem with her coursework, Dr. Serban performed as a Graduate Assistant in the Offices of the Chancellor and Financial Aid Services at the System Office of the State University of New York, subsequently serving as a Research Associate at the Higher Education Program for the Rockefeller Institute of Government in Albany, New York.

Conferred her M.S. and Ph.D. from the University at Albany in 1995 and 1997, respectively, Dr. Andreea Serban went on to work as a Senior Research Analyst at the University of Redlands in California; Consulting Program Associate at the Rockefeller Institute in Albany, New York; and Director of Institutional Assessment, Research and Planning for Santa Barbara City College (SBCC). A member of the executive team at SBCC, Dr. Serban later served as Associate Vice President of Information Technology, Research and Planning and Superintendent/President for the college, finishing the latter role in September 2011. Today, Dr. Andreea Serban focuses her attention on the educational needs of the Coast Community College District, overseeing instructional and student services programs and grant development for Coastline Community College, Orange Coast College, and Golden West College. Dr. Serban is a published author and Executive Editor of the Journal for Applied Research in the Community College, a publication of the National Community College Council for Research and Planning. She co-edited and authored monographs and articles and is a frequent speaker at regional, state, and national events on knowledge management, performance funding and reporting, assessment of student learning outcomes, enrollment management, planning, transfer strategies, and technology applications.
