With a political and social science background, Carlos is giving a new focus to the e-Government by applying the web 2.0 focus in sites in Mexico as www.gob.mx, e-Mexico and in the e-Gov approach of Mexico City Government. Some of his interests are web 2.0, collaboration, social knowledge and open source software. He studied International Affairs and Economics at Instituto Tecnologico Autonomo de Mexico (ITAM) in Mexico.
