Charlene Mary Coulombe-Fiore is a woman whose professional experience and educational achievements allow her to address effectively her clients’ needs. Charlene spent 11 years in banking while attending college, attending DePaul University, Morton College and College of DuPage. Throughout her career, she has displayed a talent for understanding people and an intuitive knowledge of how economics, finance, and business intersect with the public sector.

Coulombe-Fiore began her education at the College of DuPage, where she studied Marketing, completing her degree with high honors. Later, she attended a series of weeklong courses with emphasis on business credit analysis, real estate finance, deal structuring, and economic development at the National Development Council. After passing the grueling 8-hour exam, she became a Certified Economic Development Professional.

Charlene Mary Coulombe-Fiore continued her education at the University of Oklahoma’s EDI Institute, which entailed four years of course requirements with an exam and thesis covering all aspects of Economic Development. Ms. Coulombe-Fiore later attended the AEDC, becoming a Certified CEcD with certification in all matter of economic development issues from building, planning, and zoning to incentives and government. The certification includes a two-day exam and an interview with four industry professionals, along with ongoing work in the field to maintain certification.

Today, Charlene Mary Coulombe-Fiore works as a consultant with many clients, the Village of North Aurora, Illinois among them. She performs freelance work for the Village and others while working with a village administrator. She is responsible for multiple marketing duties, as well as participating in the village’s loan program. To date, she has notably closed on two loans with two separate clients and saved the community’s federal funding.

When not working as a Certified Economic Development Professional, Charlene Mary Coulombe-Fiore enjoys spending time with her grandchildren and scrapbooking.

    Economic Development Manager
    Brought a Major employer/Company into a vacant parcel, Upper Lakes Foods. Assisted staff on Housing HRA to bring programs and buy land. Funded a series of projects and created a toll box for the community to entice business development.
  • Chippewa County ED 2005 - 2006
    Executive Director
    Provided Economic Development services to all communities in Chippewa County. Served on Momentum Board, all Economic development council boards, Chamber of Commerce, Main Street, Technolgy Board and Incubator Board and VP or railroad board.
  • Village of North Aurora 2004
    Consultant
    Responsible for Marketing, Loan Program and client work. Closed on two loans, brought in two clients, saved the Community's federal funding, and created numerous marketing pieces for them.
  • Winnebago County 2001 - 2004
    Executive Director
    Department Head for County Wide Development office. In Charge of Planning, Building, mapping, Zoning, Code Enforcement, and Economic Development.Brought together all departments and created a one-stop-shop for building and development. Assist all managers in day to day operations and serve the entire County (9 communities) in all Business development and building needs.
  • Village of Bolingbrook 1995 - 2001
    Executive Director
    Chief operating officer in Private Development Office housed in Village Hall. Provided all building and economic development support to community, staff and board of Directors. Reshaped the image of the community and brought in thousands of new businesses and development.
  • Town of Cicero 1988 - 1995
    Director of Economic Development
    Brought the community new jobs and rebuild all vacant parcels for the community. Created a loan and acade program to entice development and assist in the redevelopment process. Provide loans and grants to new businesses to locate in the community.
