Analyst and senior administrator Diane Maculan has held a number of positions in the public sector. Focusing mainly on work in health and human services, Diane Maculan has made significant contributions to quality of life for residents of Wisconsin and Illinois.

Diane Maculan first expressed her interest in social services administration as an undergraduate at Southern Illinois University. Diane Maculan earned her B.S. in Social Welfare, specializing in Social Work, Government, and Mathematics. In addition to her time at Southern Illinois University, Diane Maculan also completed studies at Northern Illinois University, where she received an M.S. in Educational Psychology with emphases in Research and Quantitative/Qualitative Methods.

In 1987, Diane Maculan accepted a position as Director of Human Services in Green County, Wisconsin. Diane Maculan directed a staff of 65 multi-level employees, including division and business managers and psychiatric and psychological professionals. Though Human Services was operating on a 48% deficit upon her arrival, Diane Maculan reduced the division’s dependency on the county’s tax levy in only two years.

After a decade with Green County, Diane Maculan transitioned to the Bureau of Milwaukee Child Welfare (BMCW), Division of Health and Family Services, State of Wisconsin. For the next three years, Diane Maculan demonstrated her characteristic skill at increasing efficiency and developing performance standards. Diane Maculan also created and implemented a rate-setting methodology for BMCW’s vendor contracts.

Diane Maculan next served the State of Wisconsin in the Division of Health Care Financing. Diane Maculan leveraged her financial acumen in projecting a $3 billion State Medicaid budget that was within 2% of actual expenditures. Diane Maculan also deployed cost containment strategies, cash flow management, and strategic budgeting options for the Bureau’s child and family benefits section.

Following her departure from the State of Wisconsin’s Division of Health and Family Services, Diane Maculan became the Director of Health and Human Services in Walworth County, Wisconsin, then joined Chicago’s Lagan Technologies as a Senior Business Consultant on a project with Tennessee Adult Protective Services.

Now a resident of Belvidere, Illinois, Diane Maculan enjoys reading in her spare time and is a proud grandmother of two. Diane Maculan also sews and quilts and is an expert at machine embroidery and machine embroidery design digitizing.
