  • Rotary International, Fal Asrani

In communities large and small throughout the United States and beyond, Rotary International is well known for its ability to bring together civic leaders for the common good. Although the organization today consists of more than 1.2 million members in more than 200 countries, Rotary International got its start as a humble club. Indeed, the word “rotary” refers to the organization’s roots, when members hosted meetings at their own offices on a rotating schedule.

Paul P. Harris founded the club in 1905. When he conceived the idea of the organization now known as Rotary International, Harris hoped to bring Chicago’s businesspeople together with a hometown attitude toward service. The concept established by Harris captured the imaginations and hearts of people around the world, and in less than 20 years, Rotary Clubs on six continents provided leadership and service to their communities. During World War II, Rotary International’s worldwide boundaries experienced the hardships of the international crisis, and many European clubs were forced to disband. In addition, many members of local Rotary Clubs in the United States signed on for active duty in the military, which disrupted the organization’s service efforts for the duration of the war. However, Rotary members on the home front rallied to provide emergency relief to war victims.

With the motto “Service above Self,” Rotary International offers its members valuable social and professional networking opportunities while at the same time assisting in a wide variety of worthy causes. Members of Rotary International base their conduct on the organization’s Four-Way Test. Rotary members ask the following questions regarding their actions and thoughts: Is it true? Is it fair to everyone involved? Will it establish goodwill and improve friendships? Will it benefit all parties? Whether taking action or simply interacting with other people, members of Rotary International vow to live by this test.

  • Overview of the California School Accountability Report Cards, Fal Asrani
    April, 2011
    by Fal Asrani

Part of a larger national trend of accountability in public education, the California School Accountability Report Card (SARC) assessment protocol was created by a proposition passed by voters in 1988. The report cards provide public schools in California with stable funding in exchange for detailed information on their performance. Every year, all public schools in the state are required to prepare and disseminate a SARC.

The SARC includes demographic statistics, an assessment of the school safety and learning climate, and academic achievement information. In addition, schools must provide information on grade completion rates, the number of teachers and staff, class sizes, and the content of the curriculum. Additional items addressed by the SARC include approaches to instruction, the preparedness of students for postsecondary studies, and data on the school’s finances.

State law recommends that schools educate parents about the purpose of the SARC on an annual basis. By law, schools are also required to notify all parents when the new SARC becomes available. Schools must provide information on how to find the SARC online and how to request a paper copy, although the state recommends a copy be sent home with each student. Regardless, parents interested in seeing the latest SARC results for their child’s school can go directly to the website of the California Department of Education.

In addition to providing funding for schools, the SARCs have proven important in raising the standards of school administration. My doctoral dissertation, titled “California urban superintendents and their selection criteria for secondary school principals,” addresses the issue of accountability and its impact on school leadership.
