Deputy Inspector General for SIGIR
With a passion for serving the nation, Ginger Cruz has been at the center of key issues of the 21st Century. Cruz has fought for justice and fairness for Americans as a respected communicator, corruption fighter, and crisis manager. Cruz’s impressive resume includes her strengths in media, business, and public policy, but reflects her zest for life and her constant pursuit of knowledge.
Cruz’s interest in politics began with her study of International Relations at the University of Pennsylvania. While studying for her degree, Cruz took summer positions with the Guam legislature. After graduation, Cruz first developed her love of communications as a producer and on-air reporter and anchor for the CNN Affiliate in Guam. Leveraging her experience in the media, Cruz next took a position as the Public Information Officer for Guam’s Bureau of Planning. Her knowledge of media helped her to gain a unique perspective on government.
Following that pattern of complimentary experience building, Cruz was next brought back to media when she was asked to help literally and conceptually build the news capability of the NBC affiliate in Guam where she served as the leading anchor, news director and producer of local programming.
Her journey back to government began when the then-governor posed a challenge – report about the challenges facing the local government, or join the policy team and help fix them. With that, Cruz took the position of Director of Communications for the Office of the Governor of Guam. In this high profile position, Cruz developed and directed international image building and high-level crisis management on such issues as the crash of KAL Flight 801 in August of 1997, numerous Category 2-5 Typhoons, the Chinese Immigrant Asylum Crisis, the Mustard Gas Discovery, and the VISION 2001 Strategic Plan for Economic and Social Development. In this position, her experience widened to regional and federal issues involving this U.S. territory that was so central to critical issues.
When she moved to Washington, D.C., Cruz became familiar with the federal government advocating for fair housing laws as the Deputy Assistant Secretary, Public Affairs, for the U.S. Department of Housing and Urban Development under Andrew Cuomo. Cruz helped manage the national public affairs for the $30 billion federal agency, including public housing, homelessness, Native American housing, FHA loans, and economic development initiatives.
In her current position as Deputy Inspector General for Special Inspector General for Iraq Reconstruction (SIGIR), Cruz is responsible for the day-to-day management of a breakthrough and unique federal agency created to oversee audits and investigations of the Iraq reconstruction effort. Cruz’s work has directly contributed to the successful performance of SIGIR’s audit, inspection and investigation divisions in preventing waste, fraud and abuse. Cruz helped build SIGIR’s reputation and credibility among federal government stakeholders, the American public, and the international community, winning SIGIR the Gaston Gianni Better Government Award.
To round out her achievements, Cruz has had experience with business. As Vice President of MELE Associates, Inc., Cruz helped reshape the management-consulting firm and direct multiple federal contracted strategic planning, knowledge management and information technology projects. Cruz also ran her own graphic design firm, providing artwork, calligraphy, and graphic layout to a variety of clients, including the University of Pennsylvania.
Reflecting her passion for politics and serving her country, Cruz is currently pursuing her Masters in International Public Policy at the John Hopkins School for Advanced International Studies. Cruz is based in the Washington, D.C. area.

Deputy Inspector General to the Special Inspector General for Iraq Reconstruction (SIGIR), Ginger Cruz has spent a cumulative year in Iraq since June of 2004, interacting at the highest levels with U.S., Coalition and Iraqi officials and examining a multitude of accountability challenges in the Iraq Reconstruction Program. Her work has directly contributed to the successful performance of SIGIR’s audit, inspection and investigation divisions in preventing waste, fraud and abuse in the U.S. reconstruction of Iraq. Cruz oversees SIGIR policy and strategic planning and provides direction on administrative matters of the organization. She is also actively involved in leading the preparation, analysis and production of SIGIR’s Quarterly Reports to Congress which are the most comprehensive federal publications available on the status of Iraq relief and reconstruction. Key among her accomplishments at SIGIR was the conceptualization and implementation of several ground-breaking initiatives, including the Lessons Learned Program and the Iraq Inspectors General Council. She has led internal organization and process development efforts that have driven SIGIR to excel at meeting mission requirements and helped establish SIGIR’s reputation as a fair, accurate, forward-thinking, and innovative Inspector General, one that has been recognized by the President’s Council on Integrity and Efficiency with the Gaston Gianni Better Government Award in 2006.
