Jeffrey Haire

Law enforcement analyst Jeffrey Haire of Los Angeles, California, is a published author who shares his expertise on crime, psychology, and domestic and international policing.

Jeffrey regularly contributes to “Colombia Reports”, a publication known as the world’s main source of English-language news on the country of Colombia, and his work has been published in other Latin American news journals, as well as the “Daily Breeze” newspaper in Torrance, California. Due to his career experiences and extensive travel experience in Latin America, Jeffrey has developed insights into the drug enforcement of the United States, Colombia and Mexico and the failure of such policies throughout the Americas.

In a 2010 article published in "Colombia Reports", Jeffrey relates how the South American country has reclaimed order by rule of law and criminal justice system reforms.   A  recent article, published July 23, 2011 by "The Bogota Free Planet" news journal details the current state of the Colombian army's war with the FARC terror group. A bilingual, former police officer, Jeffrey began his journey as a student of criminal justice administration at San Diego State University. After earning his Bachelor of Science, Jeffrey  successfully pursued a Master’s degree in Clinical Psychology at Pepperdine University in Malibu.   This educational combination led to Jeffrey's expertise working with challenging clients while serving as a Revenue Officer with the U.S. Internal Revenue Service. Jeffrey  recovered significant amounts of taxpayer money from individuals who had previously avoided contact with IRS officers.
His clinical psychology training also became extremely useful in dealing with criminals with behavioral and personality disorders during his tenure as an officer and investigator with the Torrance Police Department.

Jeffrey has extensive experience dealing with severe personality disordered individuals, such as those with Borderline Personality Disorder. Many of these people were involved in stalking, domestic violence, and other violent crimes, and proved challenging to arrest, interview and prosecute.

Jeffrey has applied himself for the benefit of his community by developing programs in community-based policing, and initiating a “911 Panic Button” system for Torrance-area bank ATMs to reduce robberies.

A believer in youth mentoring partnerships, such as the “Adopt-A-Cop” program he helped develop for the Torrance Unified School District, Jeffrey also received commendations from the city for his contributions to gang violence reduction in city parks. Jeffrey used creative environmental solutions to change the physical layout of the parks and reduce crime and the fear of crime.

In addition, he has been frequently recognized for his diplomacy in handling difficult community problems that involved people with mental illness.

He writes about the nexus between community policing and the reduction in the community of the fear of crime. Jeffrey Haire is a regular contributor to "Colombia Reports", and other Latin American news journals. He provides a unique perspective of the application of American policing philosophies to Latin American police organizations. His articles on crime and culture have been featured in the "Daily Breeze". Jeffrey has traveled to many of the "hot spots" in Colombia and interviewed officers to get an idea of the challenges and successes the Colombian National Police have experienced. He has used his contacts to write about the Colombian experience, and the transformation of Colombia into a vibrant, safe, and open democracy. (see attached pictures) He visited Medellin, Colombia in 2009 to research the impact of crime, and the fear of crime, on the Colombian psyche. He wrote an article addressing possible techniques for reducing homicide rates in Medellin, and in promoting transparency in policing. this article, entitled "Examining Colombia's fear of crime", was published in February 2010. Jeffrey is an advocate for the U.S. Department of Justice programs that assist developing nations in building democracy and "rule of law" programs. He authored an article in October 2010 for Colombia Reports, entitled, "Building the rule of law is the key to Colombia's transformation".
