James Holden has held multiple roles in government since beginning his career in 1996. While pursuing his Bachelor’s degree in Political Science at Indiana University Bloomington, Mr. Holden secured a position as a Congressional Aide for U.S. Representative John N. Hostettler, a position in which he managed the District Field Office. He also served a Deputy Campaign Manager for the 1996 and 1998 election seasons.

Later, while pursuing his law degree at the Indiana University School of Law-Indianapolis, James Holden served as Assistant Director of the Indiana Lobby Registration Commission, where he conducted research in lobby law, aided lobbyists in interpreting statutes, and handled compliance audits and investigations. Upon earning his law degree in 2001, Mr. Holden accepted the position of Deputy Attorney General for the Office of the Indiana Attorney General, a role in which he prosecuted hundreds of medical licensing, fraud, and malpractice cases on behalf of the people of Indiana. As Chief of Investigations for the Indiana Department of Insurance from 2005 to 2006, Mr. Holden supervised five investigators and oversaw the organization’s Enforcement Division.

Presently, James Holden holds the title of Chief Deputy and General Counsel for the Indiana Treasurer of State’s Office. He takes on a host of responsibilities in this position, including representing the Treasurer on boards and commissions and overseeing staff investing a fixed-income portfolio worth $7 billion. Since 2004, Mr. Holden has also served as a Captain and Judge Advocate in the United States Army Reserve, having completed both the Judge Advocate Officer Basic Course and the Judge Advocate Officer Advanced Course. Mr. Holden currently serves as Trial Counsel for the 91st Legal Support Organization.

James Holden has been admitted to practice before the Indiana Supreme Court, the Seventh Circuit Court of Appeals, and the United States Court of Appeals for the Armed Forces. Mr. Holden is also admitted to the United States District Court for the Southern and Northern Districts of Indiana.

James Holden serves as President of the Zionsville Redevelopment Authority. Mr. Holden has also taught political science courses as an Adjunct Professor at Indiana University-Purdue University Indianapolis since 2003. He was recognized for outstanding service with the Chancellor’s Award for Excellence in Teaching in 2006.
