James P. Toscano imbues his work at the Child and Family Services Agency (CFSA) and the Office of the Attorney General in Washington, D.C. with the honor, integrity, loyalty, and sense of commitment that only comes from a decades-long career in the United States Navy. James P. Toscano joined the Navy’s Aviation Officer Candidate program while studying education at Pennsylvania’s Slippery Rock University, and he entered into full time, active duty as an Officer in 1977, less than a year after graduating from college and receiving his Bachelor of Science degree.

In the Navy, James P. Toscano held a variety of roles and eventually achieved the rank of Captain. During his nearly 30-year military career, James P. Toscano personally oversaw multi-million dollar budgets, a responsibility often held by a medium-sized aviation company’s CEO or CFO. In 1999, James P. Toscano graduated cum laude from The Catholic University of America’s Columbus School of Law in the top 12 percent of his class.

In 2004, James P. Toscano began working at the Washington, D.C. Office of the Attorney General in the Child Protection Services division. James P. Toscano’s dedication and hard work helped him to rise through the ranks from a Trial Attorney to Acting Section Chief of Child Protection Services to Deputy General Counsel of the Child and Family Services Agency (CFSA). Finally, in June 2008, James P. Toscano became Chief Legal Counsel for CFSA, in which position he oversees attorneys and supervises a variety of legal and administrative matters.
