Former Administrator of the Transportation Security Administration (TSA) Edmund S. “Kip” Hawley began his career as a Legal Assistant for U.S. Senator John H. Chafee prior to receiving his JD from the University of Virginia School of Law in 1980. Following just over a year of service in the senator’s office, Mr. Hawley joined the legal firm of Gaston, Snow & Ely, Bartlett in Boston, Massachusetts, where he honed his legal expertise and prepared for his later career in business and public service.

Kip Hawley went on to hold a range of prominent positions in the public sector, including Executive Director, Deputy Assistant Secretary for Governmental Affairs, and Acting Assistant Secretary for Governmental Affairs with the U.S. Department of Transportation. During Ronald Reagan’s tenure in the Oval Office, Mr. Hawley was Special Assistant to the President as well as Deputy Assistant to the President. In the years following his service at the White House, Kip Hawley served in various senior-level executive positions with an array of companies, including the Union Pacific Railroad Company.

In 1999, Kip Hawley developed intelligent agent software applications for Monterey, California-based Casbah, Inc., as a member of the company’s Board of Directors. During the fall of that year, he joined Silicon Valley supply chain software company Arzoon, Inc. as Executive Vice President of Corporate Development. In this position, Kip Hawley managed the development of a variety of cutting-edge software solutions for the firm’s Global 2000 clients. A particularly notable success under Mr. Hawley’s leadership was the creation of a single Internet logistics platform for a partnership among four Class I North American Railroads. He also led the production of software that enabled companies such as Thomson Multimedia (now Technicolor SA) and Solectron Corporation (now Flextronics International, Ltd.) to track global logistics entirely through web portals.

A defining moment of Kip Hawley’s public career came when he was tapped to lead the “Go-Teams” for the U.S. Department of Transportation following the attacks of September 11, 2001. Mr. Hawley provided pivotal support during the development and implementation phases of the Transportation Security Administration. His invaluable assistance during this difficult time in our nation’s history led to Mr. Hawley’s appointment as Administrator of the TSA in 2005. Kip Hawley made numerous vital improvements to the government agency during his four-year tenure as Administrator.
