Ambassador Louis F. O’Neill has diligently worked to engender justice, freedom, and peace throughout his professional career. Specializing in international law and multi-national security, Mr. Louis O’Neill was most recently the Organization for Security and Co-Operation in Europe’s Ambassador to Moldova. Louis O’Neill has, over the course of his career, served the people’s interest in a court of law as an Assistant District Attorney for New York County, assisted former Secretary of State Colin Powell as his Special Assistant on Russian Affairs, and led diplomatic missions to Azerbaijan for the Organization for Security and Co-Operation in Europe. Mr. Louis O’Neill has dedicated his career to promoting freedom in Eastern Europe and the world. As a member of the Policy Planning Staff, Louis O’Neill has formulated Russian foreign policy for the United States Department of State, where his knowledge of Eastern Europe was utilized to make sound diplomatic recommendations. As a White House Fellow, Louis O’Neill was able to work with leading figures in the State Department and provide insightful analysis regarding Russian diplomacy and developing issues. Louis O’Neill was also a key member of the Harvard Institute for International Development, where he worked on the Russian Legal Reform Project as a Project Associate. Additionally, Mr. Louis F. O’Neill was a leading advisor to the Russian Duma when the governing body was drafting laws and regulations for the state. Louis O’Neill also advised the Russian Federal Securities Commission when the agency was establishing Russian financial regulations. Louis O’Neill worked to bring international fugitives to justice as an Assistant District Attorney in New York County. As a prosecutor for the Special Prosecutions Bureau, Mr. Louis O’Neill focused on organized and white-collar crime. Louis O’Neill attended Harvard Law School, where he graduated with honors. Prior to attaining his Juris Doctorate, Louis O’Neill studied Slavic Language and Eastern European Culture at Stanford University. Mr. Louis O’Neill earned both his B.A. and M.A. from Stanford.
