Healthcare and Medicaid Expert57, Lawrenceburg, KentuckyMark Birdwhistell is currently a health care consultant in a firm he has founded known as Birdwhistell and Associates. In addition he is working with the University of Kentucky Medical Center as their Director of Federal and Community Relations. He took this post at the end of 2007 after just under four years as the Secretary of the Kentucky Cabinet for Health and Family Services. During his tenure, he oversaw Medicaid, public health, mental health, and mental retardation while also managing all policy -related healthcare and health insurance matters for the state. Among his key accomplishments were modernizing Medicaid policy and delivery, securing appropriations for newborn screening, developing a self-funded health plan for state employees, crafting an E-Health strategy for the state, and creating a small business health insurance subsidy program. Prior to working with the state, Mr. Birdwhistell served as the CEO of CHA HMO Inc., where he led a significant strategic and fiscal turnaround that took the HMO from a $19mm deficit in 1998 to profitability in 1999. He went on to implement a number of key reforms that grew membership, improved services, and increased profitability. Mark’s long career in the healthcare field began shortly after he graduated with a Masters of Public Administration from the University of Kentucky in 1982.
