In his official capacity as License Collector for the City of St. Louis, Missouri, Michael McMillan oversees millions of dollars in revenue from business licensing fees and taxes. Michael McMillan educates the St. Louis business community about rules and regulations, and works to protect residents from fraudulent enterprises. Dedicated to bringing improvements to underserved communities in St. Louis, Michael McMillan also serves as Chairman of the Board of Directors of the St. Louis Community Empowerment Foundation, and contributes to numerous other civic and educational organizations that benefit his community. Michael McMillan earned his Bachelor of Arts in African American Studies with a minor in Political Science from Saint Louis University. A combination of scholarly excellence and community service gained Michael McMillan two scholarships. During his subsequent years as an Alderman for the 19th Ward of St. Louis and now as License Collector, Michael McMillan continues to earn accolades for his important civic work. Ebony Magazine, the Dr. Martin Luther King Committee, Delta Sigma Theta, and the local press have applauded Michael McMillan’s efforts to improve education and raise the standard of living in St. Louis communities. Recognition has also come from The White House, the U.S. Congress, and the Missouri State Senate and House of Representatives. Michael McMillan is an alumnus of the prestigious Eisenhower Fellowship Program for emerging leaders, and a lifetime member of the American Council of Young Political Leaders, the National League of Cities, the NAACP, and the Urban League. Charitable organizations to which Michael McMillan’s donates include Big Brothers Big Sisters, The Humane Society, Better Family Life, the Monsanto Family YMCA, the St. Louis Ambassadors, and a host of local schools, advocacy groups, and cultural organizations. When he has leisure time, Michael McMillan enjoys playing racquetball, traveling, and reading.     License Collector
    License Collector is a citywide elected position in St. Louis. The position serves in four year terms and is responsible for collecting almost $60,000,000.00 in revenue from business license fees, manufacturing assessments, amusement tax payments and other sources. Collecting a business license fee from every company or person doing business in the City of St. Louis, assessing all manufacturing companies' taxes, collecting the amusement tax, restaurant gross receipts taxes and several other duties. Made 30 improvements to the overall productivity of the office focusing on customer service, technology, efficiency and employee training. Recognized by the St. Louis Business Journal, St. Louis American Newspaper, St. Louis Sentinel Newspaper and other agencies for improving the License Collector's Office.

    Alderman of the 19th Ward
    Representing the constituents of the 19th Ward as their liaison for city services, development, city resources and information about state and federal opportunities available to them as citizens. I was also responsible for introducing legislation for the 19th ward and voting on legislation for the entire City of St. Louis. Responsible for initiating and supporting $1,250,000,000.00 in development projects that ranged from an arena, cancer medical research building, three high schools, a shopping plaza, a federal Hope VI project, senior housing, loft development, low income housing and many other projects. McMillan was also responsible for co-founding the Vashon/JVL Initiative with the Danforth Foundation that helped fund millions of dollars of charitable, development and civic projects ranging from scholarships, academic achievement programs, senior services, school supply giveaways, book bag giveaways, health fairs, job fairs, utility assistance and many other resources.
