A human resources and management professional with more than 10 years of relevant experience, Regina Youngblood brings a solid background and impeccable work ethic to her position as Director of the Human Resources Employee Service Center in the Dallas Independent School District in Dallas, Texas. After finishing high school, Regina Youngblood enrolled at Southern Illinois University Edwardsville, where she pursued a variety of coursework. Upon graduation from Southern Illinois University Edwardsville with a Bachelor of Science degree in Economics, Regina Youngblood entered the professional world. Relocating from Illinois to Texas, Regina Youngblood joined the Forth Worth Transportation Authority as a Budget Analyst. From 1998 through 1999, Regina Youngblood handled all manner of budgetary analysis, preparation, and monitoring for the Fort Worth Transportation Authority and added value to the organization with in-depth annual financial reports and numerous projections concerning expenditures and ridership. After leaving the Fort Worth Transportation Authority, Regina Youngblood found a position with the Dallas Independent School District as a budget specialist. Over the course of her two years in the role of Budget Specialist, Regina Youngblood proved essential in the fiscal management of the Dallas Independent School District. Working alongside 32 department heads in the district’s central office, Regina Youngblood deftly managed annual revenues in excess of $150 million and ensured compliance with all relevant federal, state, and local regulations. As a result of her performance, Regina Youngblood received the 2001 Distinguished Budget Presentation award from the Government Finance Officers Association. Regina Youngblood later earned promotion to other positions within the Dallas Independent School District, including Coordinator of Central Budgeting, Operations Executive of the Business Services Division, and Executive Director of Quality and Performance Improvement. During this time, Regina Youngblood also took graduate courses in Economics at the University of Texas at Arlington, graduating with a Master of Arts degree in 2006. Regina Youngblood has served as Director of the Human Resources Employee Service Center at the Dallas Independent School District since May 2007. Certified in Lean Six Sigma, Regina Youngblood has achieved Lean Six Sigma Black Belt status. In addition, Regina Youngblood was granted the Professional Human Resources (PHR) Certification from the Human Resources Certification Institute (HRCI).

The Director of HR's Employee Service Center is responsible for the development and management of Dallas ISD Connect which includes: the Employee Service Center, Personnel Records Maintenance and Transactions, Constituent Services, District Assistance, Employee On-boarding, Position Control, and HRIS Reporting. The service center The service center will work closely with field operations and the central division of Human Resources staff to implement programs and processes in a customer service environment
