  • Joel Miliband Named 1 of 4 Lawyers in the California Judicial Council, Rus, Miliband & Smith

    In Spring 2008, Joel Miliband of Rus, Miliband & Smith was named one of the four lawyers that comprise the California Judicial Council, joining Anthony Capozzi, Miriam Aroni Krinsky, and James Penrod. In addition to four members of the California State Bar, the Judicial Council is also comprised of the Chief Justice of the California Supreme Court, 14 judicial officers whom he or she appoints from the Courts of Appeal and the California trial court judges, and a member from each house of the State Legislature. The Judicial Council was first established by a 1926 amendment to article VI of the California State Constitution in order to facilitate the statewide administration of justice in the largest court system in the United States. Led by the Chief Justice, the Judicial Council is responsible for establishing the direction and solidifying the priorities of the court system in order to ensure consistent improvement over time through the dissemination of administration and practice procedures from one central source. Whenever legislation with a direct or indirect effect on the California judicial system arises, it is the Judicial Council’s duty to take an official position and provide a response to the proposed measures. In addition, the Judicial Council handles legislative mandates and manages the judicial branch’s budget. The work of the Judicial Council is supported by the Administrative Office of the Courts, the leader of which is the Administrative Director of the Courts, an official appointed directly by the Chief Justice who serves as the council’s Secretary. Currently, the Judicial Council operates four internal committees to handle specific issues with efficiency and expertise: the Executive and Planning Committee, the Litigation Management Committee, the Policy Coordination and Liaison Committee, and the Rules and Projects Committee. Each of the council’s 27 members is assigned to at least one of its internal committees.
