  • USBid Inc. Review of The Responsible Electronics Recycling Act
    For over a decade, electronic waste or e-waste from the United States has for the most part been sent to China for reclamation and disposal, which has been the catalyst for the substantial proliferation of substandard and nonconforming electronic components that made its way back into the supply chain. Legislation is pending that could significantly curtail this behavior and pave the way for major improvements in the quality of open market electronic components.

    In an article published June 17, 2011 titled, “U.S. GOA: 40 Percent of Defense Supply Chain Damaged by Chinese Parts”, Senator Scott Brown from Massachusetts was quoted as saying, “We can’t wholly ‘blame the Chinese’, we must look at our own nation’s decisions as well…..it’s easy to blame the Chinese for this. Just like it’s easy to blame the Chinese for taking our jobs and shutting down American manufacturing plants. But we’re letting this happen. And the Department of Defense needs to pay way more attention to its whole supply chain.”

    Based on various reports generated by the US Government Accountability Office, the Bureau of Industry and Security and the US Armed Services Committee, it is widely known that e-waste has been improperly handled, stored, and remarked as “new”, then resold in the DoD supply chain. Controlling e-waste alone will not eliminate high risk or suspect counterfeit parts but it is a step in the right direction.

    About HR 2284 and S1270: The Responsible Electronics Recycling Act

    Objective: Restrict e-waste shipments from U.S. to China.

    Summary of Bill:

    Creates a new category of waste: Restricted Electronic Waste
    Restricted electronic waste cannot be exported to developing nations with limited
    exceptions
    New licensing requirement for electronics exporters
    Criminal penalties for violations
    Expected results from legislation:

    1.) Prevent US E-waste from being shipped back to the US in the form of Counterfeit Parts
    2.) Bring electronics recycling jobs to the U.S.
    3.) Stimulate investment by U.S. recyclers in capacity and technologies
    4.) Assure proper disposal of toxic material
